Dr. Troy Arthur, has over 28 years of intercollegiate athletics experience. He currently sits on the Board of Directors for Pitching Change LLC and is the Director of Academic and Membership Affairs NCAA. Dr. Arthur is responsible for NCAA Division I data analytics, education initiatives, Division I membership requirements, hiring, professional development and performance management. He chaired inclusion and internal employee engagement efforts for the NCAA national office. In 2008, Dr. Arthur was director of diversity and inclusion, where he oversaw all diversity and inclusion initiatives, grant programs, internships, and all professional development programming.
Dr. Arthur left the NCAA in 2006 and joined Learfield Sports and Communications as a general manager where he oversaw multi-media right agreements, corporate sponsorship sales, marketing, corporate activation, and client development. Prior to leaving the NCAA, he served on the NCAA championships leadership team. During his tenure in championships, Dr. Arthur was responsible for technology, staff training and development, along with championships oversight including the Division I Men’s College Cup. He started his career at the NCAA in compliance services where he provided interpretive expertise and development of NCAA legislation, conducted compliance reviews and staffed the Division I Athletics Certification program.
Prior to joining the NCAA in 1996, Dr. Arthur worked in local government in Connecticut where he developed alcohol and drug prevention programs for colleges and universities. He also interned on Capitol Hill in Washington D.C. in the early 1990’s after coaching football, track and field at NCAA Division I and Division III schools.
Dr. Arthur earned his Bachelor of Art in Sociology at Central Connecticut State University, Master of Art in Public Policy from Trinity College (CT), and Doctor of Philosophy in Public Health at Indiana University, Bloomington. He is a member of several civic and faith-based boards in Indianapolis including the Center for Leadership Development. Dr. Arthur and his wife Debra resides in Carmel, Indiana with their three daughters Brianna (22) Gabrielle (20) and Maya (15).
Dr. Arthur was Captain and a four-year-letter-winner in football at Central Connecticut State University. He was second team All-ECAC and Walter Camp small school All-American his senior year. Dr. Arthur’s hometown is Boston, Massachusetts. He graduated from Natick High School where he played football, track and field.
